A winter weather advisory is in effect starting at 6 a.m. across northern portions of the Baltimore region, including Carroll, western Howard, northern Baltimore and northwestern Harford counties, and starting at noon in Baltimore and in Anne Arundel, southern Baltimore, eastern Howard and southeastern Harford counties.
