Everton begin their Premier League campaign away to Wolves at Molineux on August 11 before they host Southampton on Merseyside a week later on August 18.
During negotiations for Mina, Everton were offered Gomes on a season-long loan, the Portugal midfielder having struggled at Barcelona since his €35m (£31.5m) arrival from Valencia two years ago.
In the meantime, Everton will pay the Catalans 30.2 million, plus 2.2 in variables for the Colombian's services.
Mina's stock is high after he caught the eye during the World Cup - he scored a last minute equaliser against England in the last 16 tie, one of three goals he netted in Russian Federation - and he revealed the lure of the Premier League was impossible resist.
