We asked Yale Miller, Senior Producer at Treyarch about the mode and he told us that things are still being tested in terms of player count, but he did confirm that the game mode will arrive alongside Black Ops 4 on October 12th.

The Call of Duty franchise was built on the darkness of real warfare and risking lives to protect more lives.
Call of Duty: Black Ops 4 features gritty, grounded combat, along with new levels of customization and tactical gameplay, and a variety of new weaponry, maps and modes for the ultimate Black Ops multiplayer experience.
Developer Treyarch has also - per rumours - ditched the single player component for Black Ops 4.
"But right now, for what our goals were for Black Ops IIII, it was just [multiplayer, Zombies and Blackout] that we were focused on". Treyarch promises that Blackout will deliver a Battle Royale game mode "the "Black Ops" way" and players will be able to navigate the map in land, sea and air vehicles. According to Blizzard's Jeff Kaplan, the marriage of Black Ops 4 and Battle.net should make for an incredible combination.
