The auto that the victim was sitting in, a Volkswagen Golf, is registered to a man from Dublin's north inner city and Gardaí are now trying to trace his whereabouts.
A Garda spokesperson said: "Gardaí at Mountjoy in Dublin are now at the scene of an incident at Sheridan Court, Dorset St Upper, Dublin 1 this morning".
The alarm wasn't raised until 90 minutes later.
"A man with apparent gunshot injuries has been discovered in a auto in an underground vehicle park at the above location at approximately 9.50am". Google Street A auto was found burnt out at Clonliffe Avenue, Dublin 1.
Gardaí have not yet identified the victim but believe he was associated with the Kinahan crime gang and active in the feud.

He was found at 9.50am this morning and Gardai are investigating the scene.
The man is believed to be in critical condition..
Both scenes are now being preserved and Gardaí say that further details will follow in due course.
