Kan. lawmakers unsure sales tax changes should be in budget fix

The Senate panel did not include a House-passed proposal to let casinos serve liquor until 4 a.m., rather than the current 2 a.m. last call.

The House is awaiting a ruling by the Congressional Budget Office on whether its healthcare bill conforms with Senate reconciliation procedures before they send it to the Senate, House Republicans said.

"I would be hopeful we could handle this tomorrow, Nelson said".

"This was nearly unanimous", said Nelson, who serves as the finance chairman. It was bipartisan support. I think it's going to be up to a smaller group of legislators at this point, whether that's a formal conference committee or more informally talking, to sit down and come up with common ground. "We could speed through here and save the people of the state some money by passing something through".

The bill's initial sponsor was Senate President Mitch Carmichael, R-Jackson.

Boley said there has been talk that if they pass it again during this special session, the House would send it to a committee for consideration. House Speaker Paul Ryan, a Wisconsin Republican, swore those in attendance to secrecy, according to a taped conversation heard by the Washington Post (a House GOP leadership aide, after initially denying the reports, said the whole exchange was "clearly an attempt at humor"). Who in the Legislature will provide those answers before they adjourn this session?

"I hope and pray we never have to use it", Judiciary Chairman John Shott, R-Mercer, said of the bill, which passed the House on a 82-2 vote, with 16 delegates absent. That measure gives the governor the ability to furlough state employees in times of a "fiscal crisis".

Both measures allow for the sales tax to be charged for telecommunication devices and services. Ashley Jones-Wisner said the sales tax on food disproportionately impacts lower-income Kansans and can cause them to choose less healthy options in the grocery store.

The House bill renamed the local option budget the local foundation budget and replaced the cost-of-living weighting with a local excellence budget.

It would raise the sales tax from 6 percent to 6.85 percent, fractionally less than the previous proposal.

The Senate committee discussed some minor changes to the House bill and plans on at least two days of testimony. "If these tax bills pass, the new taxation would be detrimental to the Northern Panhandle".

It also eliminates exemptions for communications, health and fitness club memberships, construction services on labor only for the first $40,000, and certain expenses related to broadband expenses in the state.

Senate Bill 1007, the "Tax Reform Act of 2017", was approved in the Senate by a largely partisan vote of 19-11.

- Creates a commission to review all tax breaks and tax credits offered by the state.

Over five years, the bill would generate about $135 million for the state general fund. In addition, the bill does not change petition requirements for citizens to force an election and there would not be an automatic election. Then they will pass it back. "Not the wealthiest citizens in the state of West Virginia, but the citizens that are struggling". "What we're doing is talking about a way to look at the tax plan comprehensively". Generally, each day in session costs about $35,000 for members' pay and expenses, but the Senate did not meet Thursday, save for a quorum call on the Senate floor requiring only two senators in attendance.
