It was India that had initiated the proceedings so as to be able to defend Jadhav, who was sentenced to death by a Pakistani military court last month.
Jadhav had been apprehended by Pakistani security forces on March 3, 2016 in Balochistan on charges of terrorism and spying.
"We have already made 16 applications for consular access to Pakistan and they are pending", said MEA spokesperson Gopal Baglay.
The ICJ ruling staying the execution of Jadhav "has caused shock and disappointment in Pakistan", a daily reported on Thursday. It added that Pakistan is determined to take the case to its "logical end" and that Jadhav "has ample time to petition for clemency".
"The court reaffirms that its orders under provisional measures are binding and create a legal obligation", up countries that are signatories to the Vienna Convention.

President Judge Ronny Abraham, while delivering ICJ's interim verdict on the Jadhav death penalty case, rejected Pakistan's contention that the World Court has no jurisdiction on the matter.
